Isn't it also true that junior riders must be accompanied by an adult?  And
this adult has to pay the normal fee, correct?  And the adult has to stay with
the junior so the adult does not get to set their own pace.

If all the above is true than I think juniors should get a discount or a free
ride.  Just that fact that another rider has to accompany them kinda means
juniors don't really ride free.
