Sarcasm aside, the non-member fees were basically introduced as a way
to bring in extra money to ease the AERC's financial difficulties.
Using the non-members to avoid having the members pay what was
necessary.  Lots of organizations do it -- "make the outsiders pay" --
but I always hoped the AERC would stay above that kind of stuff.

Perhaps they didn't feel it would do any good to complain?  If your LD
riders will pay the fee, lucky for you.  I don't know if they will
here, and I won't be the one to find out (and maybe take a bath
financially).
