This happened at a ride I was at.  The rider left 18 minutes early.  Ride
Management tacked the 18 minutes on to her next hold (which was 30 minutes)
and then fined her another 12 minutes (to make it an even 30 minutes), so at
her 2nd hold, she had to wait an hour.

I don't know if there is a specific rule in the AERC rules, or if it is at
Ride Management's discretion.  Ride Management did say that their other option
was to disqualify her.
