horses carry extra dead weight was not affecting the outcome of the
competition at all, it was just increasing the likelihood of injury to
horses.

Acknowledging that this was a bad thing, they got rid of the rule.

I would think that the endurance people at the FEI would also acknowledge
that increasing the liklihood of breakdown of endurance horses is also a
BAD thing.
