I am not at FEI level yet and I make weight with choc. chip ice cream anyway,
- but this whole thing seems riduculus - surely they don't make riders strip
down to their scivvies to weigh in?   If they let you weigh in in clothes
then they should allow you to carry extra weight on yourself.  If vests are
a problem I would suggest that people wanting to carry weight this way get a
good seamtress to sew weights into a shirt yoke to avoid this sealing business.
Seems riduculus though that you can carry weights in saddle bags, pads, etc that
come off & on at vet checks but not take a weighted vest off the rider at checks.  
If they trust you to put the weight back on the horse they should trust you to
put it back on yourself.
