I had heat exhaustion at a ride 2 years ago.  My husband dumped ice water
over my head - I was never so mad and so thankful at the same time!!  It DID
feel good!  I can't speak for the horse, though.

We will use iced water in a garden pump sprayer to mist the guys if there is
no shade around at a stop.  The country stores LOVE us - "3 marine coolers of
ice, please."
