The only horse which can be guaranteed not to kick is a dead one. It is
therefore prudent to assume that there is a risk of being kicked if you
ride up on the hindquarters of a horse in front of you.
It may be ill manners on the part of the kicker, but it is also ill manners
on the part of the horse/rider who put itself there.
Either way, it hurts the same.
