I'm backlogged on reading the digests but had to respond to this. These
laws are *inherant risk* laws. They state that that there is a risk
inherant in being around horses for any purpose and that the persons who
choose to do so should assume some responsibility for being there.
Although I am not familiar with the specifics of the NM law, generally
these laws limit the liability of persons or organizations who run equine
events but do not excuse them from negligent acts.
This has different legal ramifications from *not held liable*.
