Actually, that kind of stuff happens in the military.  There are certain #
of months required before eligible for the next rank.  Then they will
change it from 2 yrs to 18 months and it really causes hard feelings for
those that had just been promoted after 2 yrs and then those that were
promoted after only 18 months.  One's ranking is by date of rank, not how
long you have been in.

How would you feel if the year after you graduated if the requirements for
your college degree were cut i half so people would have to work so hard to
get a degree in psychology?
