Vaccines, like all medications, can also have side effects.  Rabies is a
fairly safe vaccine, but in an area with virtually NO rabies, any additional
risk is a consideration.  In areas that HAVE rabies, the risk factor goes the
other direction, and I would certainly advocate vaccinating all horses except
those that may have had reactions to the vaccine in the past.  I might even do
those, with medical support for the reactions, in some areas that are really
bad.  Everything is a matter of weighing risks and consequences.
