Feed through fly control

I have some questions about feed through fly control.

1)  Is it "legal" to use in AERC competition or is it considered a "drug"?

2)  Can anybody tell me how it works, what exactly I am giving my horse,
and if it has any side effects?

3)  Has anybody else used it, and what were their experiences with it?
