George siad that the city of Glendale, Burbank California had a licensing
taxing of horses for some 50 years. Last reports were that the people like
it. At least 2 staff people administer it So the horses have 2 people at
City Hall whose job depends on horses. 
As you know, Glendale is one of the few places on the planet at least in
California that still allow horses on quarter acres lots in city suburbs.
With trails protected.
