I never heard of any such protection/BC rule - perhaps your sister
was mixing endurance and CTR/NATRC?  I believe in NATRC if you
used protective boots/easy boots etc you could only get mileage
not any kind of placing (at least way back when when I dabbled in
NATRC for a couple years.)   
As for easyboots on just the front feet or all 4 feet that 
depends on conditions - the front feet tend to take the most
pounding - so many folks will only pad or easy-boot the front
feet.  But if it is really rocky or the horse has tender feet
then you might want to protect the back feet too.  I know some
people who use easyboots almost all the time, but I know more
people who wont use them unless they need to because of losing
a shoe or extreme (compared to what horse is used to) conditions,
or to protect a minor hoof bruise.
