I think the point is it's not that big of a crime here in
California to buy a horse under false pretenses and send
it to slaughter. This prop just trys to give the owner
some sort of recourse if they find out that a horse they
sold or donated in good faith ends up being sent off instead.
The verbage of Prop 6 is not that long. If you want to read
more about this (and other propositions) ... including the
late contributions over $1000 (can be REALLY interesting)

I'm not sure Prop 6 is a bad thing. It might be a baby step,
but at least it's in the right direction. There is nothing in
Prop 6 that says anything about reclassification of horses from
livestock to pets or anything else. Matter of fact, it states
specifically that the definition of "the horse" stays the same
as it's always been.
