Oregon and Washington may be different but in California private land owners
cannot be sued for injuries which occur while they allow someone to use their
property except in very specific and highly unlikely cases. The Code
specifically allows, horseback riding, hiking, spelunking, hang gliding, and
on and on and on. How did these landowners come to find out about the
"Board's decision". Also, how did the insurance companies come to be told
that the rides were going to have to allow a "dangerous" horse to compete?
