No, there's no rule that even mentions radio communications between
rider and crew.  Bob referred to an *interpretation* that radio
communication was "pacing or prompting," an interpretation open to
dispute.  I, for one, do not agree that such communication is
necessarily prompting or pacing nor do I consider such communication a
violation any AERC rule.

If the Board wishes the use of radios for rider-crew communication to
be against the rules, IMO it must amend the rules to actually say so.
