This may not be legal in California. Diesels have been considered
exempt, but there are signs this is no longer the case. Some diesel
engines are no longer available in California.
Before you modify your engine you might want to check and see if
the power pack would violate any air quality management rules.
Going to a 410 gear ratio, on the other hand, is perfectly legal
and would indeed increase your pulling capability.
