Endurance: $1 Drug Test Fee

I am curious where this $1 goes. In the Pacific Northwest, we have been charged
$1 for random drug testing fee but we have not had any drug testing for the past
3 years (or so I have been told from what I consider to be a very reliable
source). Is this money put in an account to be used if/when random testing is
done in this area, or is it put in an overall account that is used for testing
in all areas? Some of use are curious. We don't mind paying the $1 but we
would like to see it put to use testing in our area. Anyone care to comment?
