I've tried all sorts of remedies to solve the problem of my horses'
itchy tails in the summer.
Things I've learned:

Ticks are the worst for latching onto the base of the tailbone, and seem
to really start the "itch" process in early spring. I don't know why
they are attracted to this spot - can't be too much blood there. I check
my horses constantly for ticks after riding in the woods.

Dirty sheaths on geldings and dirty udders on mares make them itch. Try
to remember to check and clean these occasionally!

Pinworms or other parasites - good dose of Ivermectin usually takes care
of.

Plain old dry skin in summer. I found an excellent, very oily, treatment
called Shapley's MTG (Mane and Tail Groom), produced here in Iowa, that
helps a lot with this cause.

I found that other pesty bugs can be kept under control by shampooing
the tails with Neutragena's Medicated T-Gel. This leaves the tails
wonderfully soft, too.

And, sometimes they'll just stand and scratch their butts cuz they're
bored. I haven't found a "cure" for this!
