Janet,

In Southern California we refer to this as a "Pipe Corral Haircut" - long in
the front and back, bald in the middle. It is commonly seen in horses that
live in a pipe corral that has any sort of grass/hay/etc. within sight of the
corral. The horses push their head and neck through the fence between the
bars straining to get at the grass/hay/etc. As they do this time after time
they eventually wear off all the hay where the height of the neck is the same
as the height between bars. Around here this is most commonly seen in the
spring when the grass comes up around the stalls, but is seen year 'round in
many horses.

No medication, no spray, no braiding, no hood, no anything topical will help
to make the hair grow faster than it is being broken off. What is often done
is to attach a plastic woven fence to the pipe corral where the horses are
sticking their heads through. Within a week you can see the hair coming
back.

There could be another cause for your horse's problem, but without looking at
them, I sure would try this remedy first because it is quick, cheap, safe and
100% effective if it is the cause.
