White Spots?

I wasn't in on the discussions, so I don't know what was said about the
spots. Can anyone tell me in a nutshell what white hairs near where the
girth and billets meet under the saddle? Is this from too much pressure?
Is there anything that can be done? Is it hurting the horse?
