[endurance] toe dragging

I need some creative suggestions. My horse has had the year off and
wonderful short barefoot feet. I rode him around a bit at the walk. When
I trotted him on the grass lawn he just dragged both toes in the rear. I
got off and led him and he did the same thing. Every stride. Both feet.
Later I watched him trot on a harder surface by himself and he didn't do
it. Anyone had this problem or any ideas?
