Have you considered a side-pull bridle?
The side-pull is similar to the halter in that you are using
direct pressure on the sides of the bridle, and not indirect
or leveraged pull as from a hackamore, but the bridle is fitted
to the horse like a regular bridle. Many if not all of the horse
catalogs carry the side-pull. There are several different styles.
