Biothane is the best material to use in your tack if you have a rubbing 
problem.  The nosepiece of a hackamore can be made of biothane and you 
can use the "rubber donuts"(aka cheekpieces on each side of a bit) to 
protect the lower jaw from contact with the metal.  Teddy Lancaster makes 
a biothane nosepiece (RUN4BEAR@aol.com).
Sometimes I rub a little vaseline around the trouble spots (not for CTR's 
of course--probably "not allowed").
