IMHO health certificates simply state at the particular moment that the
veterinarian did a TPR and eyeball there was nothing obviously wrong with
the horse. (True of Coggins too, BTW) Certificates are good for a variable
amount of time, but at least five days. Do any of us think that there is a
guaranty of "health" even two days later? Not me.
The state of Florida (and I think WY) will not allow a horse in or out
without a health certificate and Coggins. They accept the certificate from
the state of embarkation. For example if we get NH health certs. which are
30 days, FL allows us back and forth across the border during that period,
but at 12:01 on the 31st day look out!. GA also has 30 day certs., BUT these
certs can be sent to the state vet and get SIX MONTH CERTIFICATES (without
this vet ever seeing the horse). I want one of those! And all I have to do,
if I understand this correctly, is use a GA vet to do the cert. Makes
perfect bureaucratic lack of sense to me.
