Sorry to say that a bad bow hardly ever returns to "normal" and a re-bowed
tendon shows even less hope. Time, and lots of it (months, even years) it
what it takes. You seem to be doing the right thing, but even though she
seems sound, she still has damage. To find out what is really going on find
a GOOD vet who does ultra-sound on legs and knows what he is looking at and
he can tell you what is going on inside. I wouldn't tale another step until
you've done that.
If the vet want's to inject, fire or blister, just say NO!!! It is NOT a cure
and will only cause more damage long-term.
