In a conversation with one of the AERC top vets the topic of panting came
up. This vet made the comment that in humid rides, typical of the SE, he
worried more about about horses that didn't pant than he did about horses
that did.

I think I would agree. When the physics says that the horse cannot cool by
evaporative cooling process from the body because of a high "dew point"
then the horse better have another way of cooling or he will be in serious
trouble.
