I am from Colorado. I don't pay fees as I am a volunteer mounted ranger
in the local and state parks and forests, and national forests.

On Endurance rides, electric pens are allowed. On NATRC rides, (competitive
rides) horses must be tied to the horse trailer.
If any event were to camp in a Wildnerness area (this is a nationally
designated location, not just out in the wilds), electric pens would
not be allowed.

In the National forests there is no fee.
In the National Parks there is a per car fee. I think this is about $5
per day, or $25 per year. There is no fee if there is a senior citizen
in the car with you.
In the Colorado State Parks and Forest, there is a per car fee.
$5/$25 I think.
In the local Colorado parks, there is generally a per car fee.
They are considering changing this to a per person fee so they can
charge the bike riders who ride in.
