Saddle pads

I have a Wintec sport endurance saddle (long billets), and a Toklat double
fleece saddle pad. Since the pad keepers can't hook onto the billets, this
one has velcro ends and connects to the front d-rings. Problem: the saddle
pad slips to one side while riding. The saddle does fit my horse well (no
dry spots underneath when she sweats), but will slip to one side when I mount
(unless I use a mounting block). What kind of saddle pad can I get that will
fit (*or* I could modify one to use velcro keepers) without slipping, and
won't cost a whole lot? Is wool better than fleece? (I believe the current
one is synthetic). Would non-synthetic fleece work better? Or is there
something I'm doing (or not doing) that's making it slip?
By the way, the saddle doesn't seem to slip, just the pad!
