NC Qualifying Criteria

Terry, 
Put me down as a member who is in agreement with your ideas on this;
tougher NC criteria in the future, but allowing ample notice for the
membership to be prepared.  I believe that an NC with flimsy qualifying
criteria is is rather ludicrous, and could also tempt inexperienced
riders to override or push their horses unwisely.
