vaccines

I cannot find the following vaccines - West Nile, Strangles(nasal kind) and Botulism. I think the West Nile may only be available thru a vet, but what about the other 2? We had a West Nile case about 15 miles away, and I found a mosquito on my filly about 2 weeks ago. Not good. Also, I do EWT, PHF, and rabies. What does FEI require as far as a flu shot?
