It only takes ONE stallion per herd to get all the
mares pregnant.  Gelding would make little to no
difference in the number of foals produced.  It
basically has to be the mares that are sterilized,
whether temporarily or permanently. 

Actually, I think another option might be to give some
of the lead stallions a "vasectomy" type operation. 
Let them continue to breed but not sire any foals. 
Not sure what that would do to the herds though.  Just
as the "imported" stallions didn't survive.  Would
this sort of thing just eliminate the strongest
stallions, and actually damage the herds?  I don't
know.  Just theorizing off the top of my head. :)
