Nope--gravity makes things want to go down. So in a swerve, weight on top
of the trailer makes the trailer want to roll over, whereas weight carried
low down tends to help keep the bottom side where it ought to be. Simple
physics...

Vehicles where safety is an explicit requirement (and the liability
costs for poor design astronomical) -- namely, motor homes -- put
the tanks low. My RV has a 100 gallon fresh water tank, under one of
the beds and over the dually axle, and the two waste tanks are in the
center of the vehicle under the flooring.
