They don't paint black on the horse's eyes, they shave the area 
(although one fool trainer put nair on the eyelids!!) and then put 
vaseline on it. BTW, they also put vaseline on the balls. When we first 
were introduced to Arabians and initially got into the halter end of it 
(before we knew about the cruelty), we were sometimes wondering if we 
were preparing for a halter class, or a porn show ;-)
