I agree. My Anglo-Arab is quite opinionated and that head flipping thing is almost always associated with "let's go! what's the hold up". When and if ;-) I let him go, it resolves completely. I see him do it alot at liberty particularly with his herd mates when pushing them around. I'm not saying it is absolutely and 'Arab thing', but do think it can just be a personality thing, particularly if you have carefully ruled out other problems.
