Kinda like a twist and flip, not rooting, she will do this with a very loose
rein. She does it more on harder dirt or after an hour or so it will start
and she will do it more and more.<<<
I would check that the saddle is not sliding forward. Very often a saddle
that is not fitting, or sitting well can cause them to show discomfort. (via
head tossing, flipping) Try to not just focus on one area you think might be
the issue (in this case, legs). Often it is something very simple, that we
forget to consider, or things we don't WANT to consider...like the new
saddle does not fit like you want it to. Good luck.
