Though I use a running martingale, I wouldn't want the bother if the
horse didn't need it. My old boss who rode jumpers had a short piece of
leather (about 6" with a ring on each end that the reins ran through and
it just hung on the reins. Seems like that might help you. Check an
English tack catalog. I rode a horse who who use to do what I called
"Around the world" where he'd just swing his head in a big loop as he was
going along and it would do that. Scary feeling.
