    Actually, I'll still take the wind over the rain, as at least their hair
    coat stays fluffy, but you have a good point.  Combine the wind and the
    rain, and you really have a miserable situation.
    
    We're fortunate here in central Idaho that when the temperatures are
    extremely cold, it tends to be still.  We get snow accumulating on the tops
    of the fence posts, and there are days when the sun is shining and it is
    zero out that one almost has to take one's coat off to work to keep from
    sweating too much....
