We have five horses and have two large run-in sheds, which lets them sort 
themselves out however they want.  A couple seem to like being out in the 
rain, and one is like a cat and at the first few rain drops will scurry into 
a shed.  We're in East Texas, so don't get a lot of cold weather, but it does 
freeze sometimes, and we get cold north winds.  Our sheds open to the south, 
and the horses will often stand in them to get out of the wind.  We don't 
worry about shade, since we have lots of big trees in the pasture, which the 
horses prefer to use during the summer, since it's so hot and humid here and 
they can get a better breeze out under the trees.  I'd go ahead and build the 
shelters and let your horses decide if they want to use them.
