The best thing I ever tried was spreading water softener salt (the crystals)
under the pallets - lots of it. I don't know why they don't like it, but
they don't. Cuts back on bugs too.
A friend made rat-traps out of large plastic drums with food in the bottoms
that he set next to hay bales. They were easy to get into and very hard to
get out of. He had to deal with the rats afterwards - ugh! - I didn't have
the stomach for that part.
