Let's not confuse keeping a personal, voluntary, log book with a mandatory 
log that must be presented to the vet at every ride. Everybody is free to 
keep their own journal as it is. I'm reading these posts as meaning that 
people want to have it mandated so they are "forced" to take the time to do 
it. I'm not sure that carrying around volumes of the horse's daily life from 
ride to ride is necessary or practical. 
Face it...it's difficult enough to get everybody to carry their little 
membership card......What would the penalty be for "losing" your log? Or not 
having it at the ride? Presenting the "wrong" log for that horse? What 
recourse for entries made by a ride vet (or your home vet)with which the 
rider/owner/another vet disagreed? 
Maybe what people are asking for is for a publisher to create a blank log 
for endurance training & competition, and that's a great idea.
