Some mares have back pain when they cycle, or if they've got ovarian cysts 
or other reproductive issues.  So along with all the external checking, I'd 
have the mare given an inner check!  Might try putting her on Regimate or 
some other hormone regulator and see if that makes a difference.  If it 
does, then this mare might be a good candidate for spaying, which doesn't 
cost all that much any more and isn't major surgery (compared to before the 
"new" less traumatic procedure).
