The whole of the AERC medications policy would then be found in 3 places; 
the rules (rule 13); the Veterinary Handbook; and the supplement you have 
provided.

Additionally, there should be a history of the various protests  filed over 
the years which further articulate the ins and outs of the medications issue.

*** Perhaps - but it may only be in the various issues of EN with the results.
I would not know where to find these.
