Ridecamp: [RC] very young riders debate

first of all--I just got it (brand new member) and HAVE NOT read every
last line in my AERC handbook ... so the proper procedure may be covered
in there somewhere.

but is it possible to VOTE on this issue (you know, "let the people
decide")? have someone come up with a bill, a la Congress (or is it the
House?), and then allow the whole AERC membership to decide yea or nay?

I *have* found the discussion interesting, but wonder if the issue will
go anywhere or just be debated ...

once again, sorry if this is a completely stupid newbie suggestion
