The vaccine only has an efficacy rate of about 70%--which means that 30% of
vaccinated horses still have the potential to get sick, if they are exposed.
However, as with a great many other vaccines, those vaccinated individuals
who DO get sick tend to get much more mild cases, so the vaccine is still of
benefit to them.
