    I read an interesting article a while back. Among other things that happened in the 2000 election in FL was the networks called FL for Gore about 7:30 PM. Then they took that back and called it for Buch about 9:00 then the took that back and called it a toss up about 11:00.

    A group of researchers at UF did a study on exactly how and when people make up their minds on how they will vote. The statistical models the networks use are based on what the polls are saying up to the elections and exit polls and past voting patterns. What the UF team concluded is most people don't make up their minds until the last minute unless they have very strong feelings about the matter. In fact many don't really make up their mind until they look at the ballot. They also concluded that most people really don't think much about how they are going to vote before a day or so before they go vote. The last minute campaign ads really do some good because it is the last minute ads a large number of people are listening to.

    Yea we're going to have a vote on the bylaws in two months - I'd better learn something. Ohmygosh there's no milk in the frig, junior broke his arm, old Dobbyn is lame, the car broke down - got to get it fixed. So things that are going to happen two months away just don't rise very high on the priority list. The next thing you know the ballots arrive.

    While it might frustrate the dickens out of some of the BOD members, I would say you are dealing with plain old human nature. It is much better that people want to understand what the bylaws say and question why they say it, what it means and if that is what they want than to just rubber stamp it. Democracy in action is not always pretty but it is much better than the other options.

    Come 16 Nov all this will be over, the membership will have spoken and that's what is important. It could be worse the ballots could be shipped to FL for counting.

    probably because they had worked so long on all this that they knew they
    might be missing something obvious (the same way that it's so tough to
    proofread something you've written yourself and be able to catch all the

    We should be embarrassed that we did nothing to prevent the waste of $2500
    of *OUR* money -- wasted if the proposed changes fail and a new proposal
    must be developed and voted on by the membership, and wasted if the proposed
    changes pass but we need another vote to change the citizen/resident
    provision.
