    Well then, my question to that would be "where in the world did this come from in the first place"?  It would appear as though that is exactly what they did.  Did they mean to put in the word "resident" instead of "citizen"?  Was it just a mistake or was there some sort of purpose for this that I am just not seeing?......  Anyone?......  Help?

    Normally I would just vote No and that would be the end of it but this one has stumped me.
