The above sounds like any aerc member can submit a protest (properly
documented complaint) refering to any of the group(s) listed as being non
compliant with AERC rules.
I'm not sure the rules committee can really tell you what "an AERC
member..." is tho. It's likely the Legal committee of AERC that needs to
determine what constitutes an AERC member. The current bylaws are quiet on
the subject (as Joe pointed out:), saying only:
"...Section 1. Any person interested in the purposes and objectives of this
organization shall be eligible for membership and upon proper application
and payment of the required dues shall be accepted in membership.
..."
so you gotta look at what the board has determined to be proper dues and
the length those dues relate to duration of membership (i.e. a year or a day??)

Raised membership fees to $65 single, family $75 with additional children
at $10. Increased subscription rate for EN to $40. Increased the non-member
fee to $10. Changed the name to the "event-membership fee."
So the membership duration of a single event for a fee of $10 exists (by
board resolution). Next you got to figure out if there are any restrictions
placed on such short term members (again this should be found re: board
resolution) etc. All the minutes aren't on-line yet (though Bob is working
on that:) so it's not yet easy to search for some of these answers....

Question for those opposed to day member fee. Lets say you are a
non-member and enter a AERC sanctioned ride. You are on the trail and see
a front runner cutting trail or being paced by a non-rider, or any other
imaginable violation. And this person wins the ride. As a non-member you
have no standing with the organization and have no right to file a
protest. As a non-member if your placing or any other info is incorrect,
or you are treated improperly by someone, you have no standing to protest
in any form about anything because you are not a member. As a day member
you have all the rights afforded by the AERC for anything pertaining to
that ride.
