[RC]   WEG Course - terre
 
	I am less current on the whole International competition scene now than I 
used to be, but formerly the story went something like this: a person or 
organization would "nominate" to host a PAC/WEC/WEG, an FEI committee would 
select a site (from the dozens of people clamoring to take this on....) and 
the course would be inspected a year or so before the ride by an FEI 
official and recommendations made.  There would be a pre-ride, where 
problems were identified and hopefully rectified. 
	Was this done for Spain?  What was the vet check set up at the pre-ride, 
and how did it go?  Was the 'course inspector' a veterinarian, and if so 
did he go along with 4 checks, short holds, and a long last loop?  Did we 
know a year ago that the situation would be like this?  Should something 
not have been said then? 
	It appears to me that it was at this point that FEI dropped the ball.  I 
can see why you cannot be adding vet checks at the last minute to a project 
of this kind (altho the hold times could certainly have been 
lengthened).  But the whole purpose of the course inspection and pre-ride 
was to prevent this kind of disaster.  And yes, the weather made a huge 
difference--but that is the kind of potential problem that needs to be 
considered when the course is being inspected/pre-ridden. 
	Perhaps it is at this point in the game that changes need to be made to 
the system--the course approval/pre-ride scenario where there is time to 
consider vet/official input and effect changes.
