My understanding is that dry spots under the saddle are a result of pressure on the horse's back caused by an improperly fitting saddle. The white hairs growing in are the result of hair follicles damaged by that pressure. If the saddle is too narrow for your horse, then a thicker pad will just make the pressure worse. The best pad I have come across and that I am using presently is a 100% wool pad made by aussie enduro. It is great at keeping the horse's back cool and cushions the back very well. But again, it is a thick pad, so if your saddle is already narrow, it won't help alleviate the pressure problems your horse is experiencing. I would say that the saddle issue should be addressed before any changes in pads. Even an inexpensive or thin pad could work if the saddle fit is right.
